What makes a street complete?

Complete streets are a network of infrastructure - including a blend of roadways, trails, bike lanes and sidewalks - that create comfortable, efficient connections for drivers, pedestrians, bicyclists and transit users. These enhancements should fit the community's unique needs and consider all potential users.

In summer of 2018, the City of Lenexa began working with a team of consultants from Olsson Associates to prepare a complete streets study that will help to guide future transportation infrastructure improvements.

The study will take into consideration the needs of potential users, surrounding neighborhoods, connectivity to existing trails and sidewalk/bicycle facilities, activity centers (like schools, parks and libraries), impact on surrounding properties and cost.

Final public workshop: March 21

The final public workshop was held March 21 from 5 to 7 p.m. at Thompson Barn, 11184 Lackman Rd. This was an informal session for Lenexa city staff and the consultant team to share draft recommendations and concepts and to have an interactive discussion with the public about the proposed plan.

The presentation boards include summaries of results from outreach efforts conducted throughout the process, draft recommendations for pedestrian and bicycle infrastructure and recommendations for short-term on-road routes that could provide more comfortable, convenient connections. 

Project progress

A steering committee has been meeting on a regular basis to further the planning process. In the Fall of 2018, a kick-off open house was held to engage the public in the Complete Streets process.

An advisory committee and the Governing Body took bus tours of Lenexa to look at specific intersections of interest to generate input about opportunities and issues.
 Focus groups were also held to gather input from a diverse cross section of Lenexa citizens.

A community survey was distributed in January of 2019 to provide the most statistically and scientifically valid assessment of what the public would like to see developed within the Lenexa Complete Streets Policy plan. ETC Institute administered the survey to a random sample of residents by a combination of mail, Internet and phone. 

Feedback from the March 21 workshop will help to hone the final Complete Streets Plan, which will be presented to the Governing Body in late spring or early summer.
