The City of Lenexa’s 2022 Budget, which includes a reduced mill levy, has been approved by the City Council.

2022 Budget

Lenexa’s 2022 budget reduces the projected property tax mill levy to 28.942 mills while maintaining appropriate reserve levels and providing quality city services. The Council voted to approve the proposed budget during a special meeting on Aug. 24 after conducting two public hearings.

The City Council will review and consider approval of the Capital Improvement Program budget separately later this year. The CIP outlines capital projects for the next five years.

Changes to the hearing process

This is the first time Lenexa’s budget process included a tax rate hearing. Under a new Kansas law, cities are required to hold a public hearing if their proposed budget will exceed the property tax’s revenue neutral rate. The revenue neutral rate is the tax rate in mills that would generate the same property tax revenue in dollars as levied the previous tax year using the current tax year’s total assessed valuation. Since Lenexa’s proposed mill levy will exceed the revenue neutral rate, a public hearing was required.

This new bill applies to local taxing authorities including cities, counties and school districts. Starting in 2022, county governments will also be required to mail notifications to all taxpayers to let them know which local taxing authorities plan to exceed the revenue neutral rate.
