Mission Statement: The Legal Department, through competent, responsive and professional representation of our client, the City of Lenexa, shall promote the organization's goals and values by providing excellent legal services with integrity, zeal, accuracy and efficiency.

We represent the city and its officials by handling lawsuits and claims brought by and against the city; drafting and reviewing ordinances, resolutions, contracts, bonds and other written instruments; and providing advice and legal opinions to staff and elected officials.

Divisions

The Legal Department is organized into three divisions: 

  • Prosecution: This division prosecutes all violations of the city code in Lenexa Municipal Court, including traffic infractions, public offenses, animal offenses and code violations; represents the city in municipal court and on appeals in district court; processes all diversion agreements and motions to revoke; provides information and assistance to crime victims; and handles civil asset forfeitures.   • Risk management: This division is responsible for overall coordination and administration of the city’s risk control program, including securing property and casualty insurance; handling claims filed against the city pursuant to K.S.A. 12-105b; pursuing claims on behalf of the city; managing the Risk Management Fund; providing training on matters relating to risk management; and providing loss reports and other risk-related information to the governing body.   • General legal: This division is responsible for handling all other city legal matters, including providing legal counsel to the governing body and all other boards, commissions and city departments; prosecuting and defending civil litigation matters; drafting and negotiating various types of contracts, such as development agreements, deeds and leases; providing legal assistance with economic development matters; assisting with federal and state legislation impacting the city; and advising on open meetings and open records matters.
