City leaders approve next five years of projects

The Lenexa City Council adopted the 2025–2029 Capital Improvement Program (CIP) at its meeting on Dec. 17, 2024. This annual process outlines which major capital projects the City plans to build over the next five years, and how those projects will be funded.
The CIP includes 54 capital projects with a total cost of $208.6 million. Notable projects in the proposed CIP include:
- Pavement Management Program (ongoing | $47.0 million)
- Stormwater Infrastructure Replacement Program (ongoing | $13.8 million)
- 83rd Street Improvements from Gleason Road to Clare Road (2024–2027 | $13.7 million)
- Pavement Reconstruction Program (2024–2025 | $13.5 million)
- Lenexa Old Town Activity Center (2024–2025 | $12.2 million)
- Ad Astra Pool Reconstruction (2024–2025 | $10.0 million)
- K-10 and Lone Elm Interchange (2027 | $8.0 million)

The CIP represents the best five-year plan that can be made today based on the information available. Project timelines, start dates, budgets and details are expected to shift as conditions change.
Council moves forward with sales tax funding renewal
One of the CIP’s top funding sources is a voter-approved 3/8-Cent Sales Tax. Originally passed in 2008, the tax is set to expire in 2028. This sales tax pays for major parks, pool and trail projects, as well as ongoing neighborhood street maintenance and playground equipment replacement programs. It also funded construction of the Lenexa Rec Center.
In the last approved CIP (2024–2028), the sales tax was expected to generate $44.7 million, or about 16%, of its total budget. There is not guaranteed funding from this source beginning in the last year of the 2025–2029 CIP. At its Dec. 3 meeting, the City Council approved ballot language that allows a renewal vote to take place through a mail ballot election. In March 2025, Lenexa voters will consider renewing the 3/8-Cent Sales Tax for an additional 20 years.
