Door-to-Door Solicitors

Door-to-door solicitors are people who approach a person or building to:

  • canvass

  • sell or offer for sale, or attempt to take orders for the sale of goods or services

  • request, directly or indirectly, contributions of funds

  • hang or attach fliers or handbills to buildings or vehicles, regardless of whether they ring the doorbell or contact is made.

Solicitation is regulated under Lenexa City Code Chapter 3-10.

No soliciting stickers

You can pick up a free, self-adhesive No Solicitors sticker at Lenexa City Hall or the Lenexa Police Station.


Non-commercial solicitors

Due to Kansas House Bill 2558, which became effective July 1, 2016, we cannot regulate door-to-door political campaigning. Since an exception cannot be made for political campaigning, all non-commercial solicitation in Lenexa is unregulated. This includes:

  • Political speech

  • Campaigning

  • Religious speech

  • Other altruistic or humanitarian causes

Anyone who falls under those categories is able to approach your home, even if you have a No Solicitors sticker. They may not leave pamphlets on your vehicle.

Commercial solicitors

Commercial door-to-door solicitors must follow these restrictions:

  • Allowed between 10 a.m. and 8 p.m.

  • No more than one solicitation within any consecutive 14 days at the same location, unless you invite them back.

  • Only at the main entrance of your home.

  • Disclose who they are and why they are there

  • Provide a receipt if your purchase or donation is more than $5

  • Leave immediately if you ask them to

  • Not approach your home if you have a No Solicitors or No Trespassers sign.

  • Not block traffic of any driveway or street.

  • Carry a government-issued ID if they are 16 years or older.

  • Not convicted of a felony, misdemeanor or ordinance involving force, violence or act that violates accepted moral standards.

Complaints

We will respond to solicitation complaints if you call 911. If you would like the officer to respond:

  • The solicitor must have violated the solicitation ordinance. They are not breaking the law if your only complaint is that they are rude.

  • You must sign a complaint.
